It's free to play with all cards if your opponent has all the cards.If you want to play with all the cards all the time you have 2 options: a) there is a 'wait for a match where someone has the cards you want', but that increases wait time by a lot b) you can purchase all the cards for a monthly subscription fee.You can play against humans or robots. The robots are. Not very good, but can be just fine for honing skills of beginners. It's quick and well implemented. New expansions come out immediately when they come out in physical copies.I would strongly recommend playing for free for a while, and when you decide it's worth it to pay, buy the subscription.
So yes and no.In terms of efficiency of speedy play, number crunching, and rules validation: nothing will beat the official Dominion online game.That said, Dominion on Table Top Simulator has a more tactile feel to it, as do all things on TTS. It's not as easy to play and does near nothing for you but it feels more like the game to me.That said, the ease of using the official client is huge. I'm sure some see it as superior to playing it around a table to being with. But if you ever want to pick up the cards yourself or shuffle the cards then try TTS.

Dominion Online is free to play - and gives new players access to all the cards found in the original base game. Currently, the expansions; Intrigue, Seaside and Prosperity are available for 70 Gokoins each. The more recently released Darkages is 110 Gokoins.
